My personal theory is that they were sent away somewhere. Possably exiled. Its from Dorn's conversation with Malcador. Malcador warns him not to speak of them, "they are lost to us" is what he said.

That implies that, at least at the time, there was the possability of them returning. Like Dorn could have gone and gotten them from somewhere.



Maybe they went to another dimension or galaxy, possably against the Emperor's wishes. So he erased their defience from all records and forbid everyone from speaking of them ever again.

I am currently in the middle of a Move so all my books and things are packed up so I cant re-read it or cite my sources on this one but: In one of the Hourus Heresy novels (The First Heretic I THINK) a group of Word Bearers end up using the warp to watch Hourus mess everything up and cause the Primarchs to get sent out into space (which was caused by a similar thing Hourus was going through during the Hourus Rising book). One of them comments while looking down at a capsule marked with a II about how much damage he could prevent if he were to reach out and destroy the infant Primarch (I think it was destroy). Same with the other one XI and the infant Guileman. They are warned NOT to touch anything, else their presence be discovered. Also I believe in the Same book the two are also referred to as having something VERY BAD happening to them at their Fathers Behest and a great shame and sadness fills the other Primarchs when ever they are mentioned. Also, I believe in Prospero Burns, reference to the Space wolves being ordered to kill an entire Legion prior to the Thousand Sons is eluded to a couple of times.

From what I have read, and it is mostly the HH novels The Emperor HAD to destroy them for SOME reason but he was not very happy about doing it. As far as WHY he had to do it, I do not think they have ever come out and said it. That is up to your imagination. Again I apologize for NOT being able to give exact quotes and page numbers and such (Damn you college habits).

In the Dark Heresy rulebook, it said something like "On a minority of worlds, the populace decides who will rule them, but such worlds rarely survive in the age of war that is the 41st millenium." So, yes, some Imperial worlds are democracies. Still, I like the idea of the lost Primarchs being killed because they believed in freedom and democracy.
