IMHO, RAW in this case is GW's error, not intention. If they call something a "sword," they probably meant it to be a sword.
Same thing with special character weapons. If they're described as having a sword, that's what they get.
edit: this isn't saying this is the definitive opinion. I find the only way GW games really work is if you take the extra step and try to interpret them as designed: for instance, Inquisitor (the RPG), anyone?

Bear in mind that actual weapon names are typically more fluff than actual rule-relevant.
If you won't allow people to remodel the swords as axes because of the name, then you should really allow Eldritch Lances to use the Lance special rule.

Yeah, I don't see why anyone is getting so heated about this. The new power weapon rules are pretty ambiguous at the moment, and it's a pretty innocent question. I mean, " WAAC"? " TFG"? Even with axes, they're still just Lychguard, guys. Lychguard.

Lychguard have powerweapons.
wrong, they have hyerphase swords which have their own special rules. Their rules are that they are a power weapon, so they are unusual power weapons mainly because they have a name. Therefore they are AP3. Hellblades are the same way.
Only weapons listed on the unit as regular power weapons can be made into axes or mauls
