That really isn't how it works. Be aware that if you're playing it like this you're just making up rules.

They have rules for firing Blasts/templates etc at different levels of ruins.

If you are sky firing, you hit gound targets as snap fires, Line/beam attacks can not be fired as snapshots.

If you are gound firing, you snap shot at fliers, Line/beam attacks can not be fired as snapshots.

If someone tried to pull this crap on me with a death ray hitting ground and air targets I would kick them out of my house.

Does this mean that if I had a Storm Raven with TL Plasma Cannons and chose to be in SkyFire mode, that I could still not hit another flyer with the Plasma Cannons? The Hard to Hit section on pg81 makes an exception for SkyFire as far as what BS you can use to shoot, however even SkyFire rule does not allow Template, Blast, or Large Blast weapons to HIT flyers in any case. Based on this, I would conclude that the death ray can never hit flyers even if fired from another flyer.

Why? Because they actually read the all the relevant rules instead of cherry-picking things from Hard to Hit? You never select a target for the death ray. It doesn't know it's going to draw the line across a flyer's hull before it's already fired.

Codex trumps BRB. I can't fathom why this is even a discussion anymore.

A) Yes, a flyer can't hit another flyer with any attacks that have the Template, Large Blast, or Blast USRs.

B) Death Ray is not a Template, Blast, or Large Blast, and so your conclusion is entirely irrelevant.

Does that mean that any psychic shooting attack that is not required to roll to hit (essentially not using a BS) can be fired at, and hit, flyers?

Some of them, if it doesn't explicitly require a target (Blood Lance, for example. Beam powers also don't require a target so they'd be legal too).

If it's something like "target unit takes 4d6 automatic hits" or something it wouldn't work, since you can't legally target a flyer with a weapon that must be snap fired unless you have skyfire. The only reason line-based powers work is because you don't know what's going to be under the line until you've drawn it. I suspect this will be errata'd but for now it's legal by RAW.
