Sorry I should have been more specific. Less then 6 Vanguard with jump packs who are deepstruck in a drop pod. It is a stupid loophole one of my opponent use. It just says if they deepstrike and are equipped with jump packs. With 6th ed rules they can now take the packs in a drop pod and just count as two models towards the limit.

Also not allowed. The vanguard entry says that units that are not equipped with jump packs may purchase a dedicated transport.

Fun fact: 0.999... = 1

In any case, the deployment zone (in Eternal War missions) is defined as being more than 12" from the central line (p121), so you cannot physically be placed exactly 24" away from the enemy at the start.
