No, it's pretty much known that Viktor is in the same tier as Poppy and Blitzcrank; Overpowered, but no one plays them, so nothing is done about it.

I have yet to figure out the logic of everyone knowing about someone being overpowered but no body using them, but whatever.

Throw AP Karma in there. Karma if played right can stomp an entire team, but no one plays Karma, so no one cares that her AP ratios are OP as hell if she gets put in mid.

Poppy's problem though is that she's got a weak early game. She needs to get farmed. Blitz though isn't underplayed. he's probably the most common support I see. The hard thing for him is mastering the power grab. For Viktor is that he can be stomped some very common mids I.E. Ahri.
