I guess you have to define and measure what you mean by "Intelligence."

I really don't think Creed is in the same league as individuals like Imotekh, and Vect when it comes to tactical brilliance.

Now in all seriousness: The title belongs to Macharius, you are talking about a man who managed to get the High Lords of Terra behind him showing great political intelligence, and he was the Alexander the Great of 40k, the only thing that stopped him was his troops cowardice and superstition
