Tzeentch let out a cry of rage. It was a cry that echoed throughout the Warp, driving Imperial psykers insane and Chaos sorcerers more insane. It was a cry containing a subconscious command. All across the galaxy, the daemons of Tzeentch vanished from the material world, never to return. His mortal followers began retreating, heading towards the Eye of Terror. All the Gods, daemons, and mortal followers of Chaos took notice. In the Warp near Terra, the mighty soul of the God-Emperor of Mankind himself took notice. He smiled, for he knew what it meant. It was a cry that was to echo in the Warp throughout eternity, long after the stars themselves died. It was the cry of a defeated god.

"CREEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEED!"

Most definitely Vect. He has managed, though pure wit and guile alone, to maintain the most solid powerbase of any faction in all of 40k, and he did it amongst the scheming, plotting, always-three-steps-ahead-of-you Dark Eldar. He went from being a slave to owning the city of betrayal, and has kept it very firmly under his thumb for thousands of years. No one can outplay Vect - and some of the most devious minds in the galaxy have tried.

If we're discounting really OTT guys like the Emperor or Tzeentch, then probably the smartest psyker is Eldrad and the smartest person is either Vect or Imotekh, probably Imotekh.

Control is the only real definition of power, and who has more power a gorilla or a man who knows how to use a gun? Knowledge beats brawn every time, not to say brute strength doesnt have its place.


In terms of time in service Vect beats everyone in the intelect and strategy game. He has held power longer than Eldrad has been alive (We don't know how old Eldrad is but we know Vect has been around since before the fall when Eldrad wasnt even alive... efso facto) and has yet to fail as hard as the Necron who had to sleep because they lost control. My money is on Vect.

Vect is the most intelligent Dark Elder there is. Says so right there in his description. No two ways about it (though of course this sort of unsubtle in-your-face-fluff-writing should perhaps be ignored for the better of the setting).
