That wasn't dogmas point, a populace get the government it deserves, a bad congress is the result of the people of the US
And there it is. Those tea party jokers didn't elect themselves to office. Congress is divided because the country is divided.
Of course, there's a chicken-and-egg argument at work here. It could be said that divisions in the public have been exacerbated by the dialogue and machinations of our elected leaders. The public didn't force a Congressman to yell "YOU LIE" at the POTUS. That would have been wrong to do even if the current POTUS was Warren Harding.
