They did appear in the Codex Eye of Terror - the army list in there was supposed to represent Cadian regiments "not yet diluted by prolonged off-world campaigns", as such regiments - like any Imperial Guard force - induct survivors and stragglers from other regiments (or even abhumans such as ogryns) into their own ranks to replace their own losses, becoming less and less "cadian" in the process.

Also, after taking another look at my 3E IG Codex, I noticed that - unlike "real" Storm Troopers - Kasrkin appear to be a fixed part of Cadian regiments. The page with the uniform and equipment descriptions notes that the guy on the right is a "Kasrkin Grenadier Sergeant of the 8th Cadia" - and that one did not only fight on Cadia but on a whole lot of other planets as well. Examples being an Imperial Crusade mentioned on page 24 of the 5E Codex, as well as (this coming from the 3E 'dex again) actions on the worlds of Trecondal and Aurent. Granted, we don't know where Trecondal is, and Aurent (situated in the Agrippina Sector) is in the vicinity of the EoT and as such relatively close to Cadia itself ... but still, you don't use a PDF for that, hence I do not think the 8th Cadia qualifies as one.

PDFs are competent enough to handle their own planet's problems 90-99% of the time. Hearing of planets successfuly defending against minor heresies and invasions is boring, though. In order to have a "good" story, it has to involve space marines or proper imperial guard, which only arrive after a PDF fails. Therefore, in "good" stories, the tale has to begin with the PDF failing, while all of the many PDF's various successes are ignored.

It's sort of like how crime shows are always about murders that are successfully solved. It makes good drama, but overlooks the fact that an incredibly tiny minority of crimes are murders, and that most murders go unsolved.

Some planets would have the best PDF available (e.g. Steel Legion, Catachan, Elysian, Tallarn and some others) and some would just have ordinary PDF (Mordian, [Vostroya?], Tanith before it was destroyed) it just depends on the people, the planet and some of the terrain, animals and plants there. See if the Armageddon PDF fell, the planet would be taken by the Orks that infest the blistered planet. But if the Mordian PDF just relaxed a bit, they would just have a small uprising that would be put down easily.

Mordian PDF would still be as disciplined as their IG Regiments...
Mordia strikes me as a planet that wouldn't mess about with its PDF...
Vostroya is a heavily industrialised/militarised planet so i'd guess it'd be similar to Armageddon...

Catachan doesn't need a PDF. The planet performs that role well enough.

But referring to the IG codex it states that the only real threat to them now is that small band of troops and the occasional riot. So really they are strict and harsh on their laws and even a petty crime like eating a loaf of bread you stole would get you hung but Armageddon is under constant threat of being overwhelmed by the Orks so they would be much better. As for Vostroya its the same as Mordian but they would be probably made entirely of the Second Born sucks to be them...
