I think they need a diff. Human army something along the lines of the Interex(spelling). A rival to the IoM something maybe advanced like tau/eldar armor like SM but stats of normal humans.

In the Casualty section of a Blood Bowl dugout

I think there's room for an aquatic based race. Aesthetically it'd be somewhere between Zoras from the Zelda games and lizardmen.

I guess they'd have some Army-Wide Special Rule about Natural Armour. I guess they'd have pretty even melee and shooting prowess, but strong psychic ability. As for vehicles I'd say very few. Perhaps the odd light, fast transport.

As for stat lines you could go either way. A Zora would be more Eldar like; fast and skilled but weak. A more lizardmen version would be tougher and stronger, but slower.

I guess you could have:

To be honest, I don't see any need for the addition of new races to 40k's fluff; I'd like to see the armies GW already manufactures supported more regularly and some armies (re)created to fit extant fluff. Genestealer cults, the Lost and the Damned, the Adeptus Mechanicus and the Deathwatch all spring to mind.
