according to you, it is implied. According to others, it might not be, and the subsequent argument as a result of different interpretations creates friction and in the game *see thread* (though this one is pretty tame for now )

Therefore, RAW is the safest bet, and I believe there is no rule preventing the stacking of powers (even enfeebling below t 1, though that would simply result in your power resolving, and the effect doing nothing, because it is prohibited from doing so iirc).

There also seems to be nothing stating that powers of the same type can stack, which is where RAW starts failing us all... I'm having trouble finding the page where it lists the actual psychic powers can someone point to the BRB page?

First off hammerhand is a blessing, not malediction and has a specific rule/faq so anything to do with that for this discussion is RAI. Remember FAQs and dexes overrule the BRB.

A psychic power has a type malediction. Enfeeble is a psychic power. Enfeeble is a Malediction. Notice how the rules for psychic powers refer to the psychic power not an instance (actual casting) of it.
Therefore the word different must mean a separate psychic power. An example of this is combining enfeeble with Gift of Contagion. If you rolled a 3 (on a d3) then you effectively have stacked enfeeble but it's a different psychic power.

If the word different wasn't there... then it would read, "Note that bonuses and penalties from maledictions are always cumulative," which would clearly mean that you can use enfeeble twice on the same unit.

that is correct, you cannot stack the same malediction, you can only stack different maledictions.

again, some people will argue that different is some meaning less word...
