Hammerhand clearly shows that the same psychic power cast multiple times can indeed stack. In light of that, the reminder about stacking in the BRB psychic rules does indeed seem more likely to be an allowance for stacking multiple castings.

RAW is the safest bet, and I believe there is no rule preventing the stacking of powers (even enfeebling below t 1, though that would simply result in your power resolving, and the effect doing nothing, because it is prohibited from doing so

There also seems to be nothing stating that powers of the same type can stack, which is where
RAW starts failing us all... I'm having trouble finding the page where it lists the actual psychic powers
