I've found that Devastators are best in larger point games. You definitely want to specialize them, and from what I've seen you start with a min-sized squad and then add ablative wounds as you spend leftover points. The combinations I've seen be the most successful are 4 ML, 4 PC, 3PC 1ML/LC, and 4 LC. 4 Missile Launchers are a comparatively cheap Dev squad, and they are sort of take all comers, but against certain targets they are far from the best. 4 Plasma Cannon is meant to kill heavy infantry, and the 3 cannon variants are used to make use of the Signum on the Sergeant, although I'm not sure if it is necessary. 4 LC is extremely expensive, but it has the benefit of being able to look at pretty much ANYTHING and saying "You know what, I think I'm going to kill that today". Even in apoc you can kill super heavies with enough LC fire. They aren't the most efficient unit in the SM codex, but something a lot of people discount is how much raw firepower they can bring to the table.
