If they didn't go and explicitly state that they're referring to Skies of Blood and Grav Chute Insertion, it would be a leap.

Just to add my two cents, the specific ruling is that the FAQ over-rules the codex which over-rules the BRB. Basically, if the FAQ says something, it takes precedence over everything else. The FAQ SPECIFICALLY mentions the special rules in question stating that you can use them in the event that a flyer is suffering from the locked velocity effect. Thus, as the FAQ says you can use them, you can use them, over-riding all restrictions in the codexes and in the BRB. If you want to get extremely rules-lawyery then you could PERHAPS make the argument that because of the restrictions on disembarking and zooming, units with those rules can only disembark from a zooming flyer suffering from Locked Velocity, but that argument does seem weak.
