I fully expexted to see different power weaapons as separate items in first 6e codex, and I was rather surprised it didn't happen.

Which is a confirmation of sorts. GW apparently believes all 4 options are worth equal value, and allow you to "choose" which one you would like to field when you buy/build the model.

You put the model together as it pleases you.

Then;

You assign it a power weapon type based on what the model is equipped with.

OP - apparently you're not going to get a consensus from Dakka. I could tell you my opinion - and I will below - but it doesn't matter. What matters is the opinion of the players at your FLGS or the TO of whatever tournament you're preparing for.

That said, if your codex says that you can have a "power weapon" but does not specifically say which kind (sword, axe, maul etc..) then I think it is totally reasonable for you to convert the model to have a sword, axe, maul or lance as you see fit. The only caveat is that you should say on your army list that it is a sword, axe, maul or lance. That way, you can't switch from game to game during a tournament - you have to decide in advance.

I'm under the distinct impression that game designers, be it wargaming or board gaming, design their games with the idea that people aren't going to game the system, overanalyze every detail, crunch every possible combination, and will generally try to be and play fair. If this is the case, they are incredibly wrong.

If that's the case then game designers truly haven't left their core group of gamer friends... Ever. Different groups play differently.
