1) The problem with the underlined is that it is fluff and not rules. Which means Battlefield Debris is exactly as described by the actual rules, and Wreckage gives a 4+ cover save, as per P.105.

2) Citation needed for the Orange text, because I can not find where it says that in the BRB.

Rulebook page 105:
"Wreckage and rubble are area terrain. If a model is in cover behind wreckage or rubble, it has a 4+ cover save."

Notice that the rule says behind.


So basically if you are standing in the area terrain without a real cover you have 5+ cover save, but if you are standing behind a piece of wreckage you then get 4+ in that same area terrain.

Wreckage is its own thing. Whether you model it as a crater or as a broken vehicle, it is its own special piece of scenery, hence the different cover save.
