Please black templar are bad asses. I am a new ork player. Literally the reason I like the orks is cause they are funny are a horde army and their fluff is just to hilarious to pass up. Im a begininer but I have been ork pro since the begining. Lets just say that if you want to win games, space marines for beginer is literally one way to win alot of games. If you want to have fun and dont care about winning all the time (Like meh) Go with the race that you like the best. When I got into 40K, nobody I knew played. I got hooked by the Space Marine 360 game. I found a friend who was willing to try it out so I bought the Assault on Black Reach starter set (there is a new starter set btw, Dark Vengence). It has roughly 500 points of Space Marines and Orks. It is good practice for building and painting the models, and comes with a condensed rulebook youll want to read a couple times. This will give a a good grasp of the basic movement and combat. Then if SM is the way you want to go, get to a hobby store and browse the SM codecies for rules, fluff, models, etc. I play Black Templars myself. Its the oldest codex out there, but still viable in the right hands and their playstyle is right up my alley (space crusader knights with barely any command structure bum rushing heretics and aliens).
Check out the Games Workshop site and use the store finder to see what is in your area. Check out the stores and their product, but most importantly find out if they have tables and a gaming schedule. I have 4 shops in my area and one has a pretty dedicated player base. If you find this kind of shop you are all set. Ask the owners about the best times to play and just walk in and ask for a tutorial, players are typically pretty accomadating. And like myself, its worth talking to any nerdy and/or open-minded friends youve got and sit down and learn the game with them.
The last option is browse Dakka's "Find a Game" section for local listings, or even start one yourself. Youll find local players that way. Craigslist works too, and is also a good way to find cast-off armies to fill yours out on the cheap.

If painting is your favourite part go for what you enjoy painting. If your question is really "I want to get into 40k, but have no one near me to advise me. I think the space marine models look cool, but will I get laughed at or blown of the table if I end up playing them in a game when I get to college?" the answer to that question is no.

I strongly recommend NOT playing SMs as a first army.
When people build a general army list, they tool it specifically to counter SMs because that is who they can count on fighting. Everybody will know the tricks you have up your sleeve, and they'll know what to avoid and how to prioritize the dismantling of your army.
People will tell you that starting with SMs is the best because they are resilient and tactically forgiving.
Personally, I've observed that starting with SMs is like learning to walk with a crutch. Your muscles (tactical thinking ability) won't develop and you'll become dependent on that crutch.
I say learn how to play the game using tactics, then, if you really want, take up SMs. You'll be a much better SM player for it.
I know it's a bit harsh to declare a lack of tactics among SM players, but tactics are all about minimizing losses, and most SM players are taught specifically not to worry about such things.
(And before you ask, yes, CSMs are still SMs. Rule of thumb: does it have a bolter, wear power armor, have T4, and drive around in metal boxes? Yes? Then it is no different from all the others that do the same.)
Personally, I played Tyranids in 2nd edition. They sucked back then, but I did pretty well because I learned how to beat SMs pretty easily.
In 3rd Edition I took up Dark Eldar. I got beaten a few times, but it wasn't long before I was regularly tabling SM armies and winning tournaments. This lasted through 5th edition, as DE only got better with their new codex.
Now I've begun building a Tau army. Because DE taught me that few things in this game are more satisfying than beating SMs (the most updated army) with a completely outdated army with rules that border on obsolete.

Why would you need to see a codex to make up your mind? If you are new I doubt you know the rules or what they mean yet and if you want to look into the fluff (history) and pictures of the models then these 2 following websites are your friends.

Yeah don't listen to people who say space marines are easier to play and more "tactically forgiving". It's a load of crap perpetrated by the bad DE players to cover their ass when they get riflemanned.
There is one good reason to start with space marines, and that is the fact that they're the safest models to buy before you know what you want to do. They've got a ton of different rulesets and GW will never let them fall behind and leave them with a crap codex. And if you sort of like space marines then odds are you'll want an army somewhere down the line anyway.

Grammar Nazi here! It's "they're" not "there", and SM are really, really, really simple compared to some armies. With SM you have very tough units that work well in both CC and Ranged. You can basically build an army for almost any style, whether it be a shooty army or my personal favorite, Deep-strike-the-living-hell-out-of-the-tau. I always like the diversity a SM army offers. You can start out with just some basic marines painted black, and then look through some codexes online (google is your friend) to decide if you want to specialize. Remember, start small and expand once you've found your niche.

Beyond the point, it's actually I not I've. ANYWAYS. What exactly are you looking for in an army? Do you see yourself doing large, en-masse ranged attacks, a fast and powerful close combat, or a combination? I'm not going to say that SM are the most resilient because Necrons, but they are one of my favorites.

I also believe that most other armys are geared toward killing vanilla marines. When you get to college don't be suprised if you run into a gaggle of DE, GK and necron players licking there chops at the prospect of tabling a C: SM noob. Be prepared to get mangled your first few games.
On the bright side they are the most strategicly flexable army in the game. It won't be long befor you have a specialized anti-X army list. Dark Eldar? You'll soon have the right army list with the optimized selection of units to have better than 50/50% chance to win. GreyKnits? Necrons? The same.
Hand in hand with that is the fact that they have a model for everything in the SM codex. No waiting no tedious kit bashing. Ebay also has a massive amount of gently used SM models for sale. Bonne chance

Space Wolves are a very powerful army. There are several ways to play them well. Cavalry and Heavy Weapons seem to be the route of choice for those Space Wolf players that I've played.
My first army was Space Marines. I've been playing them for over a year now, with little success against most competitive armies. That is more my fault because I tend to play to the story behind my chapter (Raven Guard), and really don't bring much for anti-vehicle, nor bring many vehicles (if any) myself. Needless to say, most armies I face are pretty heavy on the vehicles, making it difficult for me to play to my style successfully. Many of those games, while ended as a loss for me, did put a hurting on my opponent by using sound tactics to make up for my lack of vehicle support and anti-vehicle capabilities.
Don't get me wrong, the Space Marines are a good army that can do very well. It just depends on what you might like.
Do you want to use psychicly charge ammunition and flames to kill Daemons and just about anything else? Look at the Grey Knights.
Do you want to jump into your enemy's face with heavily armored hand to hand specialists? Look at the Blood Angels.
Do you want to bring strong basic troops to the game that are good in everything, but really excel at nothing? Look at Space Marines.
Would you prefer to go against the grain and denounce the Galaxy's main ruler and religion to turn to dark gods? Look at Chaos Space Marines.
Do you want to field massive numbers of normal human warriors backed up with some of the best tanks and artillery in the game? Look at the Imperial Guard.
Do you want to throw massive numbers of hand to hand fighters at the enemy? Look at the Tyranids or the Orks.
Do you want some of the best ranged weaponry in the game at the cost of being the worst in the game at hand to hand? Look at the Tau.
Do you want to field an army of T-1000's that stand back up when you "kill" them? Look at the Necrons.
Do you want to field an army of Daemons that look like they crawled out of the depths of Hell? Look at Chaos Daemons.
Does the idea of Nuns with guns entice you? Look at Sisters of Battle. I wouldn't recommend going this route if you really want to win, but they are an interesting army with unique miniatures.
I would advise to stay away from the Eldar or Dark Eldar until you have a good bit of experience under your belt. They are both very strong and hard hitting armies, but are low in number and generally easy to kill. To play them well and get the most out of them, you really need to know what you're doing (what units to send against what, what psychic powers to used, what tactics to employ, etc...).
This is just a very basic rundown of the armies. Resources that have been mentioned before are all great places to look for information on what army you think would suit your style. Look at the models on GW's website first to see which models you like. Pick a few armies based on the appearance of their models. Once you've done that, head on over to Lexicanum to read what each of those armies are about (tactics, mindset, etc...). Further narrow it down after reading about them, pick a couple that you like the story of. Then do some searches through the 40k army list section here on Dakka to find out what people are fielding and what people are saying about each army. If you can find someone within an hours drive of you that plays, get with them to get in an intro game to see what facets of the game you like. Use that to make your decision. To find someone that plays, use the find a game section here (post your own thread if you have to), GW's retailer locator, search Facebook, search Craigslist, find ANY kind of hobby shop, comic shop, or geek related shop (many of these shops carry GW products or have a gaming section where people meet and play). If you find one of those shops near by, even if they don't carry GW products (or if they carry Privateer Press products, as many players of Privateer Press games also play 40k), ask if there are any guys that meet there to game and when.
Don't get discouraged in your search for nearby gamers. They are out there. When I started the game, I was in a gamer rich area. But after only playing about 8 months, I moved to an area that seemed dry of gamers. I stumbled across a thread here that had mentioned a coffee shop that had a gaming area. When I replied to that thread, another gamer replied that he and some other local gamers had started a Facebook group of around 30 people. This is in an area that had no game stores (other than a few basics at a Hobby Town USA). In the 6 months since I joined, the group has doubled in size, and 2 local shops started carrying GW stuff and hosting game days.
Good luck to you in your search and in your quest for starting an army.

A good army for a new player may be Grey Knights; Grey Knights are a very powerful army while maintaining a low model count, but each model is a certified badass.
Another good one would be buying a Dark Vengeance box and waiting build / paint the Dark Angels, and try to find someone to trade the Chaos parts with for more of the Dark Angels. It'll get you a decent sized army (too many characters, though!) that will have an updated, brand spanking new codex in a few months.
And it's codex is being written by Matt Ward, so your army will be the best things on the table for a good half year - full year!
