Essentially then you are arbitrarily deciding what is and is not a good choice (IMO Bloodthirsters are not that strong). The best comp I have seen give hit to spam within your own army (i.e. running 1 Winged DP is ok running 3 is bad).

Essentially with your Proposed list of units I could still run 3 Flying DPs of Slaanesh with Breath of Chaos.

I could run 18 Fiends (hardly a bad choice.)

depending on how you Comp the CSM dex I could run an Epidemious list.

Essentially I think it would be very hard to put together a fair comp system that is not just biased, or just makes for lists that are equally boring just different.

I mean where do you draw the line

Say for IG
NO allies
no Blobs
No Vets
No Chimeras
Mantacores
Vendettas (or Valkeries)
No Psyker battle squads
....

At some point why not just build lists and give them to people.

And this an excellent example of why Comp doesn't work.

If you really want an army list that will fail then your opponent should build that list for you.

Give him list of all the available models you have and let him decide what to put in it.

I'm quite sure he's going to try to make it the worst possible !

Now... try to win with that list.

Perhaps a simpler way to do this, and one less reliant on judgement calls would be for the players to change armies for the duration of each game?

For 2000 pts:
In the HQ I have a Mastery of Sanctity who will be my Warlord. Then I
have the most slowed command squad ever. The sergeant is a 1W model
with eternal warrior, a Power Fist (mastercrafted) and a
Thunderhammer, and he also has a combat shield. In total the sergeant
is around 140 pts.

Also technically, since my Marshal has a jump pack he is Bulky and his
squad can't fit into the Rhino. Sooo yeah haha, full potato activated

Finally I have the Emperor's Champion with Accept All Challenges,
which due to FAQ/errata just gives everyone Rage as far as I know.

Then for my troops slot, I have 3 massive units of hardcore fail. Each
Marine comes out to 21 points per model. No special weapons, just
bolters. Granted, I have 4 rhinos with hunter killer missiles and I
have 2 lascannons in my command squad, but that's it for heavy
weaponry.

In total the list has 43 models and 4 rhinos.

The best way to do an event like this and have it be fun and challenging is to have each person create the worst list they can with the wyswig/painted models they own. When they get there paired up they will switch armies with their opponent. They play a game to the best of their ability because the awards for the day are equal 1 for Best General (player with highest win loss ratio) 2 Worst Army (Army with worst win loss ratio) and because I think the hobby is very important a best painted award.

Just my .01 worth
