40k is space fantasy. In a fantasy story, older stuff is always better.

Why is this? Well, part of it is almost certainly the fact that old things will be more rare (and rarity equates to power in fiction), but another part of it is that fantasy stories tend to be set in the past. Medieval Europe is the most common fantasy setting here in the west, and Medieval Europe became the way it was due to the fall of the Roman Empire (resulting in a great deal of technology being lost).

It's the same way in 40k. Mankind has gone into a technological dark age during another technological dark age.
