Because I derped and completely forgot about that rule. Fast skimmer is an idea though, but makes it far more vulnerable.

Directly comparing a Vanquisher to a Vendetta is like comparing a Penal Legion Squad to a Rough Rider squad. They move differently, shoot differently, and are nowhere near close in power level. As far as I know, the Vanquisher is pretty overpriced for what it does. The thing it suffers from the most is BS3, which only allows it to hit 2-3 times per game if it gets to shoot every turn. Then it also has to penetrate AND roll well on the damage table, provided that the opponent fails his cover save. The damage output of the Vanquisher is so laughably low that it should rather cost something like 130 points, because right now, the regular LRBT is almost as good as killing armor. I think they really should have kept the two different firing modes as that would have made it somewhat viable as a tank.

You're ignoring the entire question that was asked in FAQ. The question asked was does the Scout rule allow the Vend/Valk to be deployed on the tabletop. The ruling for that question is that scout has no effect for that specific instance. You're reading too broadly into that FAQ.

Considering the FAQ has 2 Questions in it. One of which asks what effects the scout rule has on the Vendetta, than a further question.
Not really reading too much into it I just see 2 questions with 1 answer.
