Your examples are mildly disingenuous as in all the examples you've provided you have to exchange a specific listed 'thing' for another specifically listed 'thing'. (ie: a bolt pistol for a plasma pistol, OR a Lightning claw, rending claws for whatever it is tyranids can take, etc)

The Inquisitors' FAQ entry on the other does not list a specific thing to be traded, it lists a general class of things. (ie: a power. as in, any power will fulfill this criteria as there is no specific concept detailed as 'a power')

How is "a power" different from "a Scything Talon"?
Page 418 defines powers as "a thing" to be traded.

You mean Coteaz? he not only has a his own FAQ entry but also has more powers than his mastery level would indicate using a '1 per level' rubric.

Karamazov doesn't have any psychic powers, though he does have a rather rediculous chair to make up for it.

You don't get one power per level, you get as many powers as you'r rules give you, level and number of powers know isn't linked anywhere in the BRB or any codex, that's why so many models can end up with more powers than they have levels (mainly tyranids), and in this case it seems we have a model with less powers than levels. Powers, purchased or otherwise are exchanged in the same way as say a pistol can be swapped for a plasma pistol.

It is in the rules, page 418.
If not specified, you get one power per Mastery Level.

Well actually in the case of the chaos lord have access to all those anyway without having to swap. If it was your way it would say "trade your pistol" for a lighting claw it wouldn't say trade "something" which then you could go well I have 0 or nothing so I'll trade that, in all cases it would make you trade something you have for another item.

Aye that came up already.
Sadly they haven't defined Known Disciplines. Simple to work out, but it wouldn't be RAW.
