I think this depends on whether or not the God Emp wanted to be viewed as a god in the first place. I mean according to First Heretic he let the celebration and worship of his god hood go on for a few days and took his time about rebuking Lorgar. Sure he had other things on his mind but that seems like a contingency plan against the Chaos Gods.

He's not dead, just mostly dead.

All the emperor ever cared about was humanities survival and dominance. At the end of the day, even while alive, he was focused only on that goal. Whatever horror, genocide, or human misery that had to be endured to keep humanity out of the clutches of the chaos gods and the limitless xenos threats was/were sacrifices that he would gladly pay.

The IoM is the opposite of the golden empire he envisioned, but the fact is that the IoM has protected humanity for 10,000 years and in fact has expanded far beyond the territory of the great crusade. In that sense the emperor would be pleased.
