I would highly recommend this build. Kantor & Lysander, Fists of Justice list.

I was looking at lysander both as a wound tank for a unit as well as bolters drill. Put him in a 10 man you don't combat squad and then have them unload their fury.
I was thinking of having two units of combination melts/plasma that combat squad as necessary and one unit of 10 without weapons that go with Pedro and are pure anti infantry. Maybe a Combi flamer or two.

Those are some expensive marines you are relying on to hold your forward objectives. I think I've said this a billion times on here but sternguard are like a knife. They can do work but you don't want to rely on them for too much.

Yea, if I cant eliminate most of the biggest threats with three units of sternguard alpha strikes I think I was in trouble anyway.

At my LGS we play at 1500, and to fit a sternguard list I've to minimize the cost of everything.
Now that you talked about Lysander heading a 10 sternguard squad, I've got this:
Pedro
Lysander
5x scouts with snipers and cloak
5x scouts with snipers and cloak
10x sternguard, 2x combiplas, 3xcombimelta, 1xcombiflamer, drop pod
10x sternguard, 2x combiplas, 3xcombimelta, 1xcombiflamer, drop pod
10x sternguard, 2x combiplas, 3xcombimelta, 1xcombiflamer, drop pod
1500.

Well the idea is that 3 sternguard strikes will take out interesting threats or keystone positions pretty well, but after that they are kinda just marines. The thing next to them will cease to be a problem but the other chaff and normal stuff the opponent filled their list with will still be buggering around. I like the way combat squads mitigate this issue a little bit, but defensively sternguard are almost as chaffy as any other kinda marine.
Being able to pull this trick in a pretty good spread is neat though, but I've always just felt sternguard are too awkward to play the alpha strike glass hammer game and not reasonable to use merely as suicide units so I look at them as a unit you have to be cautious and sparing with, not something to lean heavily on.

I would agree in 5th, however with the way disembarking from transports works now you can reliably get within range, line of sight of most threats to the sternguard in the first turn when you alpha strike from the drop pod. Here is the load out I was thinking
10x sternguard
2x plasmagun
3x combi plasma
5x combi melta
Two of the above they are designed to remove 4 targets from the game on the turn they arrive. 5 plasma guns should wipe out either a light vehicle or a small elite unit. 5 melta guns should wipe out any vehicle or put a lot of wounds on a elite unit. Reliably remove 2-3 monstrous creatures on the turn you arrive.
After that it is mop up, and since they need half their army on the table you will always have targets, and if they reserve they wont be able to assault you so lysander and the drop pods can be used to protect them.
Also with pedro in one of the pods all of your marines having 3 attacks each as well as lysander also having an additional attack means they will be much harder to bog down.
Then
10x sternguard
2x combi flamer
Rest are blank
Lysander
This squad does not combat squad and is designed to be pure anti infantry from the get go. Lysander sticks with them for the first turn or so to soak up wounds as well as bolter drill. Then he goes off and has fun/takes care of any remaining threats.
However if you cant alpha strike them off then yes, it is a difficult situation.

Hmmmmm... But now with 6th, can't only half your army be in reserve? So theses lists flop on their faces?
EDIT: Never mind, turns out that podding units do not count towards your "reserve requirement" as per pg. 36 of the main rulebook.
EDIT: Ha, I'm a scout sniper now!

The four to five units in drop pods would be canceled out by the rest of the list
two x scout units
thunderfire
something else. Problem solved

Alright, I came up with a 1500p list. I only took 20 sterns 'cause 30 was WAY too expensive in a 1.5k list.
HQ-Kantor (Obviously)
Troops-Sniper scouts (They have telion, cloaks and a missile as well as 10 guys)
Troops-Sniper scouts (Same as above minus telion)
Elites-Sternguard (In a pod, 7 combis and 2 specials)
Elites-Sternguards (Same as above)
Heavy Support-Thunderfire
Fast Attack-Stormtalon (Got some typhoons on here)
I just used a unit of sternguard with 7 combi flamers and 2 heavies... That thing SMOKED a unit of 20 kabalites and Eldrad (damn allies...) even with FNP and invulns... It caused more than 80 wounds!
