I'd maybe try and get something like Zombicide for a starter, a whole game in a box.

On the steampunk / Victorian Sci fi, I'd have a look at Empire Of The Dead by Westwind Productions ;£25 for the rules and £25 for a starter faction (8 figs), gives you everything you need to start, plenty of scenario ideas and a campaign set-up so you can progress your factions if you want.
If you want more of a wargame, then something like Bolt Action seems to be a fairly good start, £25 for the rules and about £20 for a unit. Whilst that's not a complete or legal army it's a good start and not too expensivve to progress.

Malifaux is very female friendly. I know more women that play Malifaux than I do any other wargame... extremely anecdotal, but they're all from other Malifaux communities... Here is something that might make your wife more okay with it:

Well quite a few of the Master (Aka leaders) of the different gangs are females. Not exactly a game dominated by Male characters like most miniature games. They don't go over the top to sexualize the female miniatures. So it is a very female friendly game.

Actually, I would argue that a larger population of female gamers would mean that the game is indeed female friendly  . Many women are turned off by miniatures games for some reason or another. Whether it's the social stigma of gaming in general or some other reason, many women tend to avoid it. The sheer fact that Malifaux has a larger percentage of female gamers would very easily make it more female friendly.
And as it has been said, there are plenty of female masters in the game (see below). There is some cheesecake in the game, but there are no naked models I can think of. There are models wearing few clothes, but that's Zoraida's avatar, Rasputina's Avatar, and Neverborn Viktoria to name a few...

My wife really enjoys Zombicide and Hero Quest - the former you can get in stores/online and it has lots of free campaigns online on their site, the latter you can get rules for and use other companie's models (such as Reaper Minis) - Though to be honest I have heard good things about Song of Blades & Heroes, which is almost certainly a much better ruleset.
If you want a slightly more anime style future game, Infinity is pretty good and cheap (I have a 13 model Nomad force which I got for £65). I've yet to play a game but the models are fantastically detailed and so easy to paint with washes
With the money you spend compared to 40k, you can really invest in some awesome terrain - WarMill are currently working on some space corridors and have a number of other "future" buildings. There are also Micro Art Studios who are the mainstay of Infinity terrain.

I think the advise to try them on some low model count skirmish game is best. I'd supply the models for them to play, and talk about other options available as you play the game. Blood Bowl, Mordheim, Necromunda, Malifaux, anything along those lines is best. Think about what got you to take the plunge into the hobby.
One of the big rules is: If your introducing a new game, you better buy two opposing sides (armies) so people can play it and get a feel for the game.

I got several WHFB gamers started with it, most still play and they still talk about some of the epic games we had.
I agree Mordheim is very good for recruiting new people. And the whole game is really good on top of that

This is a very good suggestion. It doesn't have to be anything fancy, but having two factions painted and ready to go lowers alot of barriers for getting others to try out a game. Nothing makes a great impression like painted figures on nice terrain.
When a local guy (now a good friend) introduced me to Song of Blades a couple years ago, I didn't have any fantasy figures. He came with several warbands ready to go (in this case mostly old Ral Partha figs) and I was hooked! If time is of the essence, you could always just buy a batch of D&D prepaints.
When a couple of my club members later wanted to try mass battle sci-fi, a couple of us bought a few huge batches of Mechwarrior figs and a bunch of bases for rebasing. We were able to piece together unified forces for 5 factions and sell them to members for less than a dollar per unit with bases included! That allowed them to try games like Mech Attack, Panzer 8 and Future War Commander with a very low entry price.

Rules are free. Quick start rules get you into the game easier. Rules are well written and unambiguous. There's even a completely free army builder.
Models are cheap. The starter boxes, while not being completely balanced against each other, contain a variety of models to introduce you to different mechanics.
The models are also incredibly beautiful, while not being overly cluttered with details, which thanks to sharp details take very well to washes. This lets you explore your painting style and ability or simply bash models out quickly.
It's the ultimate gateway game.

I would hav ethem try out some boardgames with minis too.
Something like, Last Night on Planet Earth, FRAG, Zombicide, Arkham Horror, maybe even X-wing or Dust tactics.
This will give you a fell for how enthusiastic they are towards doing more.
On a real strecth, have them get Green Army Men and play H.G. Wells Little Wars first. I'm sur eyou can find it all free somewhere.

The higher percentage of female players might be evidence of it being more "female friendly" but more female players does not automatically make it the most female friendly. It's usually thrown around like an argument in situations like "Well my girlfriend/sister/female friend has no problems with pin up figures so obviously they are in no way sexist." More "female friendly" than a game about angry bald men smacking around other angry bald men, most definately.
And yup. Malifaux may have a large number of female masters/henchmen and they may be strong characters but it isn't the only game that has.
It's an appealing game but a flagship of equality? I'm not sure.
But yeah I disagree that Malifaux would actually be more offensive than other games somehow.
I'd also suggest Infinity as a game to introduce new players to. Especially if they like sci-fi.

I find issues with the first part, the third part, and the fourth part. Also the OP stated that he feels that getting his friends into 40k would be tough because of the 300 to 500 dollars that they would have to spend, thanks for playing!

I like the idea of Mordheim combined with Agustin's single figures ebay idea.
Song of Blades & Heroes is great though.

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better. |

But it doesn't support small games well. You can take certain army selections at lower points values and totally break the game.
And relying on second hand to make the prices reasonable doesn't say a lot about the actual prices of their product.
And opponent availability varies widely by region. I can't find a game of 40k, but I can show up at three different local stores on a saturday or sunday with a WM/H or Flames of War army and find a pick up game. I imagine the UK must be different given how many GW stores are around.

So after a bunch of research and going back and forth here is what I have done so far.
I purchased the Song of Blades and Heroes book for $8.
Then I went and purchased the island of blood WH fantasy box set for $85. I didn't even know this existed.
So for about $95 i'm set with dice and rules for two games. I can get them started into whichever and we can discuss it from there. If they don't like it then i'm not out a lot.
I have a feeling if they do like it we will move onto 40k eventually and i was debating getting dark vengence as well but decided to hold off.
I'm also really looking at malifaux again, i was confusing it with something else. I hate their website, don't get me wrong it's a neat idea and looks good but uts not functional if you know nothing about the game.
I really looked into infinity and read through all the rules, it is a neat game but it's just not what I am looking for at the moment.
Ohh also about finding a game of any type of miniatures, I've called every shop that used to sell GW stuff and nobody knows of anyone that plays anything other than magic in this area. I'm practically begging for someone out there in our town of 100k that still plays warhammer or the like. I might drop by the community college where I used to play it at and see if anyone there still plays.

It's a free, but very nicely done modification of the FUBAR rules engine. It's a very different game from Song of Blades, but a similar level of complexity and fast gameflow.
It was so successful, that Osprey publishing is going to release a for-sale Steampunk version this year called "In Her Majesty's Name".
Thank you for letting me know about this. I think I had heard it mentioned before, but forgot about it. Osprey has been on a tear lately with their great rules books like Bolt Action and the dark ages one. I'm sure In Her Majesty's Name will be excellent.

SoBH warbands can be really small, so with the Island of Blood starter you got yourself a TON of miniatures for SoBH.Ohh also about finding a game of any type of miniatures,

It's that way in a lot of places. It's not 2002-2004 anymore where you could find GW games played anywhere.
I'd recommend using whatever opponent finder sites you can. I'd also sign up for theminiaturespage.com and post in their forums about looking for SoBH gamers in your area. Also I think there's either a forum or a yahoogroup for Ganesha Games where you might be able to find other locals.

Sounds like you're off to a good start. As has been mentioned, Isle of Blood will give you enough for several different flavors of SBH warbands.
As well as calling around, I recommend putting up notes on the bulliten boards at Game stores, colleges and Comic shops. As well as the "looking for a game" forums on places like Dakka, check the board and yahoo group for Ganesha Games.
Lastly, consider Meetup. I used it to grow my local game club. It took a while, but it did bring us some new players.
