Exactly. The bulk of necrons were once the entire civilian population, and when tuirning those into soldiers, their masters decided "personality" and "speech" were considered inconvenient. And, for any given average nation, if you look at the number of "civilians" compared to "soldiers", you see a HUGE gap in numbers Even some of the "self aware" necrons, such as immortals, are explicitly stated as being capable of carrying on a conversation, but are usually incredibly single-minded. Immortals are the perfect, unfeeling soldier, lychguard are undyingly loyal to their lord, destroyers just think the words "KILL EVERYTHING" over and over and over again. It's not until you reach the court levels (crypteks/lords/overlords) that any personality worth a damn actually appears, and half the time, the personality is one with half of his marbles actually collected together.
As for the original topic, I think the Outsider is actually still whole out there somewhere. I believe he went batgak insane and left the galaxy BEFORE the necrons turned on the C'tan
