Any system that ranks army books or attempts to categorise armies into tiers is going to be flawed. There is literally no way to rank an army based on the army list alone. Are we talking about tournament potential, amount of genuinely viable army book options or what in this list?

Besides, when was this list made? It seems like an original template was made several years ago and each army has been updated here and there as they have been re-released, although some armies have been more closely examined than others.
