A horde (Nid) army allying with a horde (IG) army, no problem.
Start adding in tanks, that's different.

No.
I hate the allies matrix, but in friendly game I'm open to alliances. I'd allow any alliance that looks good, is possible according to the fluff and is made for background/modelling reasons, even if it breaks the rules.
Friendly game is "friendly".
But this :

This is army list optimization, and moreover rule breaking optimization. No way for me. Why not just picking the best units in every existing codex, not even bothering about FOC ? That would be great !

He sounds like he's using fluff as an excuse to play a stronger list, not using fluff to play a fluffy list. No thanks. If it was Genestealer Cult with IG I could understand it, but I'd expect all the Nids to be Genestealers and possibly a Hive Tyrant as a Genestealer Magnus.

That sounds like a fun army to play against. Also sounds like a fun army to model as well. I'm hoping they add genestealer cultist in the next Tyrinid codex.

In general, my response to an offer of a game like the one described in the OP would be "no thanks". It sounds an awful lot like WAAC bending the rules for advantage.
However, this...
ObliviousBlueCaboose wrote:If it was infested Imperial Guardsman (AKA Genestealer Cult which should be allies IMO)
would be ok with me if the guard were properly painted and modeled as genestealer cults. Meaning you've got to have at least a few extra arms and claws, some slightly odd heads and other wierdnesses, and probably a slightly garrish paintjob. See the RT era yellow compilation book for what I'm talking about.
I have zero interest in changing the rules for folks who just want to give their army a boost. That's an un-fun game from the get-go.
On the other hand I'm willing to give lots of leeway (probably more than most) to folks whose army may not be exactly legal, but is built around an interesting theme and actually has the converting and painting to back it up. A game against such an army would be something to look forward too.

Given that I don't really care about the game setup one way or another, and that turning down a game would mean less slaughter for my orks, I'd probably just say "heh, whatever" and play him. It's a little unfair if you think about it, given that the tyranids are alone only because of fluff and not over balancing issues.
But I'd only play him if it was him or nobody. Otherwise I'd say "lose the marines or I'll play that other guy."

the only way i'll play against nids with any allies is a 2v2 or whatever game.
Reason being, 2v2s are just for the fun so whatever.
Nids are alone because ANY of the races coupled with Nids instantly becomes rediculously powerful.
Ran a 2v2 game earlier Nidz + IG Tankline. Yea, if that was a normal 1player strat i would refuse to play against that and just surrender before playing. Impossible to break that line cuz of the nid wall.
This rule isnt even questionable lol. Straight up a broken rule.

Barrage weapons? Necron Gausspam?
I'd play allied armies that break the ally matrix, but not if the smashed-together army is basically all the best units from this army, plus the best units from an already top-tier army.
