Alas, most gaming stores aren't exactly run by retailing experts.

There are no shortage of "comic book guy" style FLGS owners.

I know, it's shocking to think that a dorky man child would abuse a laughably small amount of power.

I've seen several stores do a wait period on using a new codex; but only for tournaments never for regular in store game play.

That said, Army Builder has a policy of not releasing rule updates for a minimum of 1 month after a new codex drop. If the store requires you to build your list with AB, then I could see that as well.

Regardless, you have my sympathies for having a lack of options as to where to play.
