Yeah... I'm not on board with this. It'd be cool, but unnecessary since you can already make your own "special characters" by buying wargear for your HQs. If anything, these options should be integrated into the existing codices.

I like the idea of this. There was a topic recently where people tried making their own characters and other people would kind of proof read it. I liked the idea of it sense I would like to make my Commissar a named Commissar but I dont like the way the SC commissars are designed

You should try looking at the Warhammer30K rules. They have a nearly silly amount of options and variants for HQ-models (marines only though).

If they added a character expansion, who's going to take a standard HQ anymore (aside from just cheaping out and spamming)? The point of the non-character HQs is for you to make your own "special character" out of them, the only reasons why someone might not find this sufficient would be a lack of options on the part of the writer and/or an emphasis on pre-named special characters on the part of the writer (eg, "why the hell should I have to take Coteaz to run a henchmen army?", or "who would ever run a Chaplain when they can take Cassius for a measly 25pts more?").
