Rigeld pretty much nails it. Permissive ruleset. The NWM does not give permission for the model to shoot at a different target than the rest of the unit. Now, if the model is also packing a Target Lock (hard-wired or otherwise) then the model could shoot at another target and it would shoot before the rest of the unit because of the rules for the NWM.

First PICK A UNIT to fire with. The WHOLE unit. Find permission to only pick a single model. You cannot. First fail
Secondly you PICK A TARGET. Singular. The whole unit picks a single target. Find permission to pick an additional target. You cannot. Second fail

This is basic rules for shooting. You have failed, entirely, to provide any actual rules to show otherwise, so you have conceded. Network markerlights work entirely well, rules wise, and your assertion is refuted.
