I'm going to say for two reasons; Firstly, Inquisitors are going to have healthier diets and better upbringings than the average Imperial citizen. They get to eat actual food, rather than dead rats and bread crumbs. Secondly, the Inquisition is probably biased towards tall, strong looking white males, just like most organizations are in the Imperium.

In the age where gene sequencing and enhancement is so advanced as well as other surgical enhancements I think it is not so far a stretch to assume that ordinary humans could be enhanced.
