Actually, the FAQ is still there, but so poorly worded it is borderline useless. The formatting on the FAQ is terrible, so no copy and paste. It says "blah blah and any unit he has joined before deployment", which under the current rules can't happen.

Nope, the space marine FAQ currently has nothing that allows it, although the FAQ entry for Shrike makes it very clear that it should be possible.
The 5th ed rulebook FAQ changed the way ICs join units, to allow it to happen prior to deployment. This allowed Shrike to function as intended. When this rule wasn't carried over to 6th edition, Shrike went back to not functioning as intended without a house rule.

Sorry, but I really don't think you're right about this... I can certainly understand your strict chronological reading of the rules, but it makes a total nonsense of the ability to confer Infiltrate. I think the intention of the rules is that the unit and IC can be deployed in coherency as one infiltrating unit, otherwise the ability to confer Infiltrate is meaningless and there would be no point in the wording: "units that contain at least one model with this special rule..." (p.38). Instead, it would be simply: "units with this special rule." Why make Infiltrate conferrable if it cannot be conferred during deployment?
I think the wording is rather unclear, but I'd put money on GW FAQing in favour of the 'conferred during deployment' reading.
Sorry to make my first post here a disagreement with someone; seems to be a lot of debate about this going on at the moment.

It can confer to outflank a unit, just not infiltrate it.

Conferring Infiltrate is not meaningless.
There are cases of non-infiltrating models being in Infiltrating units.
The first one that springs to mind is a Wolf Guard attached to Wolf Scouts. If the wording was as you suggest, they couldn't be attached.

Yes, it does.
As has already been discussed, this is a known hole in the current rules. The intention is fairly clear, but they written rules just don't allow it.
