Its about the same size as a Dreadknight. Except it can be posed.
The official GW pictures have it next to some drones so you could use that as reference.
It also goes on the oval base.
I was hoping to get a mesument, I have not even seen a Dread Knight [I can only play out of my house]
Actually, it is about the same height. As a trygon, which are taller than dread knights, though it wasn't fully standing....

You don't necessarily need a head, given that other sensor clusters positioned about the mech could be used to feed the required information to the pilot, however, the pilot has a head and its probably easier to train people/aliens/whatever to use giant mechanical suits if there is a direct corrrelation between mech parts and body parts. However if you are going to give your mech ahead, as noted previously, you don't make it any bigger than it needs to be just to fit some aesthetic preconceptions.

Not sure if its just how ive read your post, but just to be clear, thats not actually the head of the Shas'Vre piloting the suit popping out the top. Thats just the suits 'head', a sensor array.

Another clever, practical thing to do is not paint the head/sensor array a different color from the rest of the mech so that it doesn't look like a bullseye, guess whatever sept GWs Tau army belongs to feels like this gives the enemy a sporting chance.
But seriouslt people wouldn't complain about the head's size so much if it's color didn't make it jump out and attract attention almost immediately.
