Sadly I could run that last as is right now, sans the 2 x Combi Flamer Canoness. I'd have to use a spare and some bits to make one, but I have no real desire to do so. Got my 1520 XL full of my SoB and it could be used to crush someone to death!

Ya, a lot of these lists are flamer heavy, but not all that effective against lists that have vehicles too. Sisters take a lot of flamers, but thats mainly because they have nothing else. The WD 'codex' really gutted them rules wise, and IMO they aren't nearly as much fun to play with as they used to be. Couple that with the fact that Sisters are more expensive to get into than ever, your wallet would be better off getting a 100% Forgeworld army. Overall, I think Sisters is a bad choice (and I used to be a SoB fanboy), most importantly because the OP doesn't want to spend a wheelbarrow full of money.
Personally I like Grey Knights for going heavy on the flamers. Purgation squads with incinerators are super cheap, and incinerators are substantially better than normal flamers. Interceptors with incinerators are nasty too, with their long jump ideal for hitting those hiding targets. Also, sergeants with Hammers + Hammerhand makes every squad a threat to vehicles. Throw in a Grand Master or two to make a bunch of extra squads scoring when you need too, etc. Buying a bunch of strike squad boxes is cheapish too, so long as you stay away from vehicles and the big models (Storm Ravens, Dreadknights). Foot slogging Power Armor GK is fun and viable too.
Most armies 'can' go template heavy (except maybe Necrons, Nids and the Eldars), but the real question is which ones can go flamer heavy and still be viable against multiple army types. IMO thats Salamanders (Vulkan), IG, Grey Knights, and maybe Orks with one build (Burnaboyz+Defrolla Battlewagons).

You can put a seer council on bikes and give them all destructor, which is a psychic flamer. It's 550 a unit (not including the farseer), with 10 heavy flamers. Include 2 of these and you've got 2 units of 10 heavy flamers each on jetbikes, making them extremely fast. This gives them an amazing positioning advantage for roasting an entire unit with perfectly placed templates.
For troops you simply take 6 units of storm guardians, which can have 2 flamers. They're only 92 points as well.
If you want more, fire dragon exarch can take a heavy flamer for some reason.
It's about 1850 points for 20 heavy flamers and 12 normal flamers. It's a horrible build, but there's quite a lot of flamers.
Don't forget Wraithlords can take 2 flamers, and you can attach a warlock with destructor to each storm guardian squad for 3 templates per squad.

I'm going to add in Chaos to that list. Their big boy flamers are S4 or greater and AP3. Thats enough to threaten any army, especially if you kit out the rest of the army with Havoks, Bikers, and super choppy HQs.

Imperial Guard are geared nicely towards flamers. Each squad can have like flamers for either 10 or 5 points each, add that with chimeras that can sport a flamer for free. Your pretty much looking at units all with flamers

+1 to Eldar, for the most part flamers are short ranged and Eldar specializes in getting short ranged stuff close reliably. Sometimes its a challenge to get a Storm Guardian Serpent to its target, but when you do the triple flamers (often with re-rolled wounds too) bring a world of hurt.
Also I don't know if you count it, but the Warp Hunter grav-tank has a template fire mode that is probably the strongest flamer in the game atm:
Torrent, AP2, 2+ autowound, instant death on a 6 and vs vehicles, 2-4 autoglance, 5+ autopen.

If you are looking at space marines do this:
-Take Vulcan
-Tac Squads with flamers and multi meltas
-Dreadnoughts with Heavy Flamers and multi meltas
-Sternguard with combi flamers
ect...
Marines with TL flamers, need i say more?

I would suggest a Draigo Wing. Can be picked up easy on eBay and lots of Incinerators and Heavy Incinerators available.
Draigo (Psychic power flamer)
10 Plaladins - 4 Incinerators
Solodin
3xDreadknights- Personal Teleporters, Heavy Incinerators. (torrent flamer)
Thats around 1750
7 S6 AP4 Flamers on very durable models that are also excellent in CC. 3 of the flamers are also torrent with a 12" range and fast moving. Driago's flamer is only S5 AP- but still decent. For a total of 8 Flamers.
