This is again where you need to differntiate the neesd of the Imperial Guard from Planetary Defence Forces. Guard logistics mean that the lasgun is infinitely superior and autogins very difficult to supply. A reasonably modern world with a decent manufacturing base will be able to produce more than enough ammunition for its PDF to use autoguns. So if the world is unable, or unwilling, to make or use lasguns, autoguns are a viable alternative.
