In this case both brothers were responsible. Its just that they took 2 different approaches to dealing with the mess.

I thought the craftworld Eldar were disgusted and fled before Slaanesh came into being? Regardless, the Dark Eldar have not stopped being part of the problem and continue to feed Slaanesh with their antics, which the Craftworld Eldar are not going to like at all.

Sort of, they had an idea of what was going to occur, but they were just as responsible as the rest of their race. They simply realized what was going to happen and fled, as well as stopped what had caused it.
They were no less depraved or hedonistic as the rest of the Eldar race.
After the Fall, the Eldar race was split between 2 different methods of staving off Slannesh. Sensory denial and continued excess. One avoids Slannesh by shielding the Eldar from its effects, the other simply feeds Slannesh faster than it can drain the life force away.

While somehow doubt that they are quite along the same lines as being an utter antithesis of you, it's also worth nothing that the Craftworld Eldar and Dark Eldar aren't brothers. They're just two factions that are the same race. Merely being the same race is not as strong a bond as brotherhood.

Again, there's already an official army that teams up Eldar and Dark Eldar. So the possiblity already existed even before the allies matrix.
Although I do have to admit that the idea of Eldar squading up with homunculi is... odd. The latter could barely be called Eldar by now I'd think. Well, I suppose the Allies matrix couldn't account for EVERY unit in the armies.
I was under the impression that the Eldar looked at the Dark Eldar with sadness of the damned path they chose rather than hatred or disdain. Harlequins recruit from as well as interact with both (and some Dark Eldar have ties with the Harlequins as allies like the one that used their aid in... doing something in one of those stories) so apparently they don't HATE the Dark Eldar either.Though again, it's not like fluff writers ever touched upon it. The Imperium-centric viewpoint of the fluff can be annoying sometimes. Even books/stories written from a Xenos/Chaos perspective typically are them dealing with the Imperium-_-
Both Eldar receive Khaine's blessings when enough of either Eldar type die in the new Apocalypse, so apparently Khaine hasn't turned his back on the Dark Eldar either. If neither Caegorach or Khaine hate Dark Eldar for feeding Slanesh that much, I imagine at least some Craft Eldar wouldn't either.
Slaanesh demon's hatred vs Eldar works for Dark Eldar too, doesn't it? I dunno. I was always under the impression that while the Dark Eldar fed Slaanesh, they also CHEATED Slaanesh of the souls that were rightfully her's, which stands to tick her off at least. Both Dark Eldar and Eldar hate/fear Slaanesh, too.

Keep in mind too that when Eldar go to battle they are not precisely themselves. The Eldar don war-masks (even the guardians, who are led into it by warlocks iirc) and become essentially immune to many of the horrible atrocities that may occur around them. They may even revel in the kill. Dire Avengers might laugh (Path of the Seer) as they kill innocent women and children. Those on the path of the Scorpion might take great pride in slitting throats and besting their quarry; to a degree that would otherwise horrify and disgust them.
Meanwhile those from Commoragh have already agreed to put aside their differences with one another, despite outstanding vendettas, and focus solely on the mission until the slaves and pain has been tallied and they have returned to their point of origin. Dark Eldar forces, though often appearing wild, are well-honed machines that typically put the mission first.
When you look at the two points of view above you could easily have the two factions work with one another so long as the Archons, Haemonculi, Autarchs, and Farseers in question are in agreement. An Archon might enjoy showing up a Howling Banshee exarch in combat; whilst a Guardian might find themselves having a perverse interest in the doings of a haemonculus attached to his unit (keeping in mind that this experience will be "lost" when the warrior mask is recalled).

While somehow doubt that they are quite along the same lines as being an utter antithesis of you, it's also worth nothing that the Craftworld Eldar and Dark Eldar aren't brothers. They're just two factions that are the same race. Merely being the same race is not as strong a bond as brotherhood.
Frankly, anyone who has a parallel, coinciding, or identical goal can be a battle brother when the time comes and the situation demands. It has happened historically.
