Bane Wolves. Wounds on a 2+, AP3 and ignores cover saves as a template weapon. Also they are fast so they can move 12 and fire 2 weapons at full ballistic skill. So toss on a hull mounted heavy flamer and let the good times roll.

charge, ignore cover, volume of fire, misfortune. Lots of ways. I imagine like many things if your opponents is putting that much into them, other parts of his army are probably unprotected and open to be taken advantage of.

In melee either volume of attacks or moderate amounts of power weapons can work, but I think because the Council can pack so many blessings and maledictions it's on the opposing player to judge how the combat might go if they get a lot of psychic powers laid down on them. It could be a real all-or-nothing gamble to charge them since they may be hoping to win combat by one and then sweep you using Ld debuffs, for example. Still, charging is better than getting charged because they don't have many attacks at all.
They'd have to be trying damn hard to sweep Space Wolves, just sayin'...

A better question is what is someone likely to have in a TAC list that can engage them? Even if you know you are playing Eldar, you have no idea if this squad will show up or not.

Close combat power weapons (well, excluding mauls) - which will ignore both their armour and cover saves, allowing no rerolls. Of course, catching them is another matter.

I'd be hard pressed even with jump marines. And I wonder what the first thing the Eldar are going to gun down would be?
Lots of these units are much worse than they seem when put in context. Good players will spot if you only have a single counter and eliminate it first. Lists realistically need 2-3 counters to a threat to truly have that threat "countered".

A Take All Comers Space Marine list should have at least one power blob, led by a Space Marine IC. 50 Guardsmen, including 5 sergeants with power axes will easily bury a seer council.
If you get first turn, humping them with a drop pod full of Sternguard will also wreck their day. No powers, no Jink, and Vengeance rounds mean they are reliant on their 4++. Combo them with a Null Zone Librarian and the council suddenly drops like flies.
Neither is a tailored option that won't be highly functional against other things.

Yeah this is actually what I've been wondering. If I suddenly start taking allied GK Stormravens then that's totally tailoring on my part.
