It mean the avatar can be out front shooting tanks with his melta where he belongs!!
I second this one. That rangefinder feels almost purposely made for shooting at flyers.

Necrons, without a doubt. Man with a Royal Court of one cryptek of eternity, with a chromoton (40 points in total). BS4 with chance to reroll one die of either shooting, pen or damage.
For extra use of the weapon make your Royal Court two or more crypteks and use a Destroyer Lord to lead, adding favoured enemy (everything!) to the mix. re-rolls to hit and pen of 1, plus chance to re-roll up to one dice in the phase...

Maybe not the best of all armies (bc I don't know all of the rules by heart), but Telion and Vindicare certainly are top for loyalist marines. Stick them on a quad gun and you can pick off anything without a 3+ save. Snipe sgts, or special and heavy weapons, kill the powerklaw nob, etc.
Put them on an Icarus and they are pretty much capable of instant deathing a large number of things in the game, or at least ignoring saves.
Look out sir does lower the effectiveness of that strategy sometimes though, Nob gets saved on a 4+, ICs on 2+, though you could always snipe that Cyclone ML termie.
In my wolves I just have a LF squad leader do it, and it works fine for what I need it for.
