I have seen similar things in Maine, where department officials come in with the overkill approach. I do admit to that coloring my perception of the story.

Because it was illegal for the shelter to have the deer. The state doesn't rehabilitate wild animals. Leaving the deer out on its own would kill it, just a lot more slower (what with starving or getting attacked by another animal). Shooting it is the quickest, safest method available to them.

Edit: also, shooting an animal with a projectile is one of the most humane ways available to kill them quickly.

An animal in captivity cannot usually be released into the wild, so it has to be killed humanely to prevent it from suffering an inhumane death because it never learned to survive on its own.

This thread reminds me of the time when a couple of my cousins had some dressed out Deer they had shot off season hanging from the bucket of a Bob Cat in their dad's Potato House, unbeknownst to their dad.
The state inspector came by to check the farm and make sure there was no blight happening with one of the first stops to be the Potato House. My cousins were like Cheetas running ahead of their father and the inspector, firing up the Bob Cat, and keeping ahead of them, hiding the carcasses from one place to the next in the course of the inspection.

He wasn't looking for evidence of illegal hunting, he was just making sure there was no blight or other Potato diseases that the state would need early warning about in order to control it. Just standard proceedure to protect the farming industry.

Hence having to be licensed so they can monitor your deer population. And trying to secretly transfer a deer to another state absolute no no . They are lucky all the DNR did was take the deer. They are able to seize anything used during a crime including property.
