Special Rules
God of Mankind: The Emperor of Mankind can bestow a chosen specific Legiones Astartes special rule unto a Tactical squad. This is done before the game starts and may be done up to 3 times. The Emperor may use any of his powers other than adamantium arm more than once per turn.
Psychic God: The Emperor possesses a 3+ DTW, and on a 3+ ignores Perils of the Warp. Once per game the Emperor may up his Mastery Level to 8 for one turn.
I Shall not fall: Against attacks which would instantly kill the Emperor (like the new Bo Schitt S: D table) the Emperor instead takes D3 wounds
Bindings of Mankind: If the Emperor falls all units in your army permanently lose D3 leadership, any rule such as fearless, & fail any morale tests taken for the next turn.
Master of the Astartes: 2 units of your choice do not scatter when Deep Striked.
Master of the Custodes: The Emperor makes Custodes a troop choice.
Wargear
Armor of the Divine Aquilla: This armor bestows the Emperor a 2+ armor save, a 3++ Invul save, & is immune to effects like the Vindicares shield breaker.
Sword of Mankind: This is a melee weapon with the following profile: S+1, AP:2, Murderous Strike, always strikes first
The Aquilla's Grasp: This is a melee weapon with the following profile: S:as user, AP:2, successful wounds with this weapon permanently decrease the target's S & T by one.
Notes
He has 7 wounds because unarmored he should be about as tough as Mortarion.
(Mortarion inherited the Emprah's toughness like Magnus inherited his psychic power, Angron his strength. etc)
He simply has the powers I described not any BRB powers







I'd like to think that this has been improved, I would adore getting some comment on this.

Also, you keep saying the Emperor "Effortlessly" did something. Almost all (but few) stories with the emperor in battle has him at minimum Breathing hard.
Most of the stuff you keep mentioning, you're twisting the fluff to what you want it to be.
At least 4 other people not counting me have turned your Ideas down, yet you refuse to listen.

It was an ork, yeah.
But why are we treating that like its insulting. It was a massively empowered ork.
His stats aren't absurd for someone who can still lose to a gigantic ork in CC.

I used effortlessly for emphasis. His stats still means he can get obliterated by a massive ork in CC.
You could tell me what you think of the current stats by giving me feedback on individual parts like statline, powers, leadership style rules separately.

I still want feedback on my rules.

Wherever they tell me

The psychic powers you have now I find much more balanced, with the exception that I think you should make The Light of Mankind only a 48" range (it's really hard to imagine something man sized attacking something that far away.) Also, his blessing should really only affect a single unit vs two.

I still have a really hard time accepting his wounds being 7, but I haven't seen Mortarian's rules so I can't compare them. Considering the change you made in the armor to what we had earlier, the increase in wounds is not unreasonable so I won't fight you on it.

Lastly, I would include a rule that removes the limit on casting each power only once (the exception being Adamantium Arm.)

Just a little bit of feedback. I know you're going for a much different power level than others on this thread.

Mortarion has 7 wounds, 7 toughness, a 2up armor, 4up invul, and he can reroll his 4up It will not die

Holy cow... seriously?

I won't lie, horus heresy sounds like less and less fun to play to me the more I find out about the primarch's rules. Though that could be because I'm a Tyranid player at heart part of me just sees the emperor as shiny biomass haha.


A good idea for the emp's rules may be to just take the highest stat from every primarch. After that, just give him an appropriate point value.

He can also redeploy at any time with his "shadow of the reaper rule" so he cant get bogged down.
Mortarion is pretty much meant to be unkillable.
