I can't tell whether or not your serious.But then again its a little bit true.

Well WHFB and LoTR both had their rules written specifically for their game play.
40k has never had a rule set written specifically for it.(Even though the Epic range did.)

But as Jervis said 'the rules are just the icing on the cake for minature collectors'.

I do find it odd that all the other companies in the same market as GW are GROWING their market share by focusing on game play, rather than pushing direct minature sales.
Where as GW is loosing sales volumes.

If I was GW Chairman/C.E.O I would ask 'where is our marketing department!'

How can we maximize sales and growth if we dont know our customer demoghraphics and buying habits!

If I was CEO I would get an ad on TV.BOOM then I'd be the richest fether to sit in the CEO chair.And I'd stop Gary from Grot prodding ward to make "Better" rules.
