Well, this suggestion went over like a fart in the wind.
Uncle, I give up.
I will go to the local 1850 this month and board everyone with my FW IG or Screamerstar. If someone bitches, I can tell them "I tried".
Contact GW for any concerns about their rules, because the community thinks the rules as written are balanced.

Nobody ever said the existing rules were balanced. What we said was your idea on balancing them was shortsighted and self-serving. They are not mutually exclusive.

The only way for Comp to really "balance" the meta is for many tournaments to agree on the same system, for that system to have been playtested to death etc. Also rather than banning units it is far easier in most cases to ban wargear etc.
Don't want screamer star- ban the grimoir.
Or else you need tournaments to essentially FAQ rewrite the rules. Which unless a bunch do nothing will come from it. Automatically Appended Next Post: i.e.
Easy fix to sceamer star- FAQ that the grimoir only buffs a daemons base invunerable save (the 5+)
FAQ -Heldrake does not have 360 LOS. (maybe 90 degree instead)
FAQ- Ignores Cover special rule only applies to Jink/evade coversaves. (or ammend it specifically for Marker lights and Serpent Shields)
FAQ- Barrage Weapons determine cover from center hole, but remove casualties as per normal.

Unfortunately, the only way to actually balance this game would require complete overhauls of all the codices. The biggest hurdle in the design of this game is how long it takes to play a game. Playtesting is a huge time sink; and to playtest properly, GW would need to come up with an official default points value and play varied lists against all other armies at that points value. Unfortunately the people that design this game refuse to acknowledge that anybody actually plays the game competitively, so they don't put enough effort into it, and take almost no active role in keeping it a breathing entity. Then mix in the fact that they always need to almost break - or completely break - the shiny new models, and sometimes I wonder shy I play this game.

I tried to warn you.
Dakka is infamous for the sort of response you just saw.
The only way you can find a 'balanced' game is with a gentlemans agreement in a casual setting. Just avoid tournaments and TGs and you'll be fine. Theres a bit of a fallacy in 40k that if you play, you must play at tournaments - thats totally not the case.

I do think it limits broken builds a whole lot though. It may be better to implement a restricted & banned list.
Something like:
1 - No repeat units in any FOC slot.
2 - No more than 4 of the same troop type.
RESTRICTED
Wave Serpent (max 2)
Rip Tide (max 1)
Tzeentch Herald (max 1)
Helldrake (max 1)
Farseer + Warlocks (banned)
Riptide + IC (banned)
Tervigon (max 2)
Sabre Platform (max 2)
Thudd Gun (max 1)
Artillery Carriage (max 1)
IG Blob Squad (max 1)
These are just some thoughts off the top of my head, and obviously the banned\restricted list would need to be changed over time.
I just think the meta is in a really bad shape right now, and is incredibly screwed up. GW has basically turned the game into an MTG model, without
the playtesting or a living banned\restricted list.
So let's look at my army. Eldar:
Ulthwe - nope can't take Farseers and Warlock Councils. That's out.
Biel-Tan: Nope can't Aspect heavy as they need transports. That's a no-go.
Iyanden - same problem as Biel-Tan - reliant on transports or bringing Wraithknights to act as a bullet sponge, so can't go that route.
Alaitoc - Great. I'll spam Snipers. That always work.[/sarcasm]
Saim-Hann - Well...at least this build is still viable. 1 Autarch on bike, 4x Guardian Jetbikes. And I guess that's it. Never mind.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

No you won't. 8x Riptides is too many points to fit into a 0-1999 point game, especially if you want to have more than the bare minimum naked Ethereal + 12 Fire Warriors to support them. The 8-9 (don't forget the HQ character) Riptide list is one of those "OMG THE SKY IS FALLING" lists that nobody will ever use. In reality you're more likely to see the same 4-6 Riptides that you can already do without the FW variant.

The 9 Riptide list runs approximately 2230 points before upgrades and Troops.
