GK's win this hands down, every nut and bolt on them is some golden fillagree relic of some sort.
barring them, I would say the mechanicum has the most relics,
then either space wolves or ultras as they are the biggest/longest serving marines that are still basically "legions" instead of chapters

dark angels fall into that category as well. actually, the dark angels are more legion like than the ultramarines.

Brother Julius inherited a sandwich from Abbot Drogovich during the Leaniod campaign when he took a bullet to the head. Even after ascending to the iron womb, Julius refuses to let go of that sandwich. Its in a metal box, maglocked to the shells underside. He still refuses to let go of it. We lost many a servitor and chapter serfs because of that sandwich. It must be around five hundred years old now. When Brother Julius departs from us, that sandwich is going into the reliquary.

I guess the "largest chapter" part is ecause the Ultramarines still reign a whole system and would be expected to have a larger score of novice-scouts than other chapters. Also they could rely on the original legion' barracks and infrastructure. I would daresay, if Marneus Calgar would say "Let's go legion again" they would manage to do so fairly quick. Since they safeguard the Codex astartes however, they won't do. In terms of pure firepower they ought to be the best as parts of segmentum ultima fleet are under their more or less direct control and could call upon IG regiments hailing from their worlds. In terms of artifacts i cannot say much. It would be logical that much was gifted to the primogenitor chapters.

Black Templars and their Chapter Fleet would like a word with you on that one. The Ultramarines have two battle-barges, the Templars have dozens, and Battlefleet Armageddon is nominally under Templar control at the end of M41.

Not sure about the "most", but the dark angels sure seem to have bajillions of them.
There is talk about the heavenfall swords, special sets of power swords, all the maces of absolution are technically relics per the fluff of the deathwing knights, etc, etc. To a minor degree, blades of caliban, halberds of caliban, and even corvus hammers might fit the bill.
That said, GK are up there too. The fluff indicates that every psy-cannon is pretty much a treasured relic.

A couple things I considered. The Grey Knights I don't feel are a Space Marine Chapter. They were not designed as such and just because they used some geneseeds doesn't qualify them for this in my opinion.
Yes, the Dark Angels had the most in the olden days. Some were probably lost on Caliban...but MOST of those that survived were all gifted to the Consecrators. Just like the GKs can field 'almost a Chapter's worth of Term Armor' the Consecrators ALL have armor that is from the Heresy-era...plus whatever Terminator armor they also have access to. Plus all the other relic weapons commonly seen in their hands, more than any other chapter on a 'by individual' basis.
Based on that I could see a couple others that could compete with the Consecrators or perhaps surpass them.
The most likely is the Space Wolves. Without a lot of sub-founding Chapters, they would have kept most of their stock...and also have more than a Chapter's worth of Marines to wield them.
Very less likely is the Ultramrines. Due to the ravaging of their planet and the sheer number of sub-foundings where Relics could filter down to...I seriously believe they would have been depleted far more than the other chapters.
So in short. Either Space Wolves or Consecrators.
