I do purposely build in a few units that are supposed to be disruptive. These units are not intended to be lasting factors throughout the game, but I know they will be a thorn in my opponents side the entire time they are alive. I like this aspect as it forces the opponent to step away from their plan. My opponent is forced off balance by needing to account for something that was not planned for. Often I like to throw units that are even cheap to my opponent to slow him down. Launch a squad of CC scouts at him early in a LSS and slow something down. They are kinda my "poke the bear" squad. It's always a bad idea but they love to do it and reap the consequences. Same story with my dual HF speeder. I've recently been loving to use this guy. He DS in and roast something. Generally he immediately feels the wrath of my opponent but he usually did some damage worth the distraction.

Every threat you design to pull attention away from the core of your army is valuable even if just as a distraction.

A perfect win would be not losing any tanks or vehicles. Maybe just a few marines.
In my normal list with 2 Spartan Assault Tanks, and a Primarch I'd say that about 50% of the army is expendable, in that it doesn't hurt the army badly.
