Take 1 or 2 Giant Chaos Spawn depending on points level and just slowly wear them down. They can still wound you on a six sure but you have a 2/3 chance of either getting a free S6 hit on everything in BTB at initiative 10 (ie lots of dead guys who can't hit back) or 2+ feel no pain so the few wounds that do get through are shrugged off. The spawn is cheap enough that you can easily get 2 and still pay significantly less than he's paying for the squad; if the Commissar/Inquisitor moves into btb to use a weapon that can actually hurt you, the spawn should be able to instant death them. Most CSM lists seem to have a couple of empty elite slots so they're a steal at 80 points a pop. They're not exactly useless against other armies either, being pretty durable so they're good cheap fire magnets and having 1-4 smash attacks with which to maul any vehicle they make it into combat with.

I've tried out 50 conscripts with an inquisitor. They're awesome! They beat face and shoot generally well. But that happens due to inquisitor's grenades that make them frightening in mellee. Having played such setup with unexpected suckses i can tell that the best way to deal with that list is either take out IC with sniping or barrage...or if the character is not hidden in squad too well you can challenge him out, but it's not easy to do with 50 bodies running around.
In your case, they're not THAT frightening in mellee with a comissar so you can roll over them with anything mellee dedicated though u'll need some los blocking to avoid overwatch. U can try out some things that affect squad on the whole. Hallucinations for example. However, if he decides to put an inquisitor in that list...i don't know how u're gona deal with them either than sniping him down.
I liked that 50-man blob with inquisitor (with scout thanks to special inq gear) so much that i decided to try out close combat ig blob.

You could get an allied detachment of ABG from IA Vol1, Second Ed, and bring one command tank (Leman Russ Exterminator fro general purpose shooting) and one Troop tank (LRBT for the battlecannon).
You can then get the CT to give an order to the LRBT that makes the battlecannon have the ignores cover rule for a turn, and then fire it at the blob squad.
A few explosions later, and those conscripts will just be an imaginary red smudge on the table.

I'd not waste such weapons on conscripts. U see...i play orkses myself and i can tell you that every time a battlecannon shoots at something that costs like 4 points - it's a battlecannon shell wasted. Better just bolter-drill those guyz. They're t3 5+. The best they can get is 4++ if they get buffed. Still if you manage to do around 30 simple bolter shots at them - it's ~8 dead guyz with those 4++. If he doesn't have such things - you can focus fire and get 15 down in no time.
So don't spend too much effort on guyz that cost 200 pts per 50 models untill it's time to run them down. Use u'r vehicles to tank shock them and separate the squad to diminish return-hits and protect u'r guyz from overwatch. Even a strong blob with inquisitors can be dealt that way. Also, they can't hit the vehicle in return. U're gona need it when tank shokking platoons with nades.

with necrons i just spam tesla at them. night scythes, barges, immortals... they all love T3 models with like no save. the bigger the better. also kepe in mind that sitnw dosent allow recycling of attached charactes or unit upgrades. i would make sure hes detaching characters before recycling them, then snipe the characters. once they are LD 5 you can force morale and start chasing them off. plus, when the do recycle, they walk on from table edge, and most objectives have to be 12" away. so
step 1: kill enough to force off that recycling.
step 2: when he does, target the characters/command unit with everything, make them run away or die.
step 3: when he pulls them off, be ready to jump on that objective.
step 4: mow him down as he comes on.
so a highly mobile force, that fires alot of shots. no need for AP. with maybe some CC to take down his command, should do the job. how many points, and what army are you using?

You can't. The order only makes them re-roll cover saves, it doesn't ignore them entirely. So if the blob GTGs behind an ADL you're certainly going to get a benefit from it, but it's hardly an auto-kill. And that's assuming you pass the roll to use the order, which is only a 50/50 chance.
Now, the command/commissar LRBTs can take special ignores-cover shells, but only the battlecannon variant gets them. And of course there's the LRBT variant with a cover-ignoring gun by default.

Don't forget the underused grenades. Most power armored guys have them, and although your sig only mentions Necrons, I also saw some Grey Knights in your gallery. Blasts and templates can go a long way to peeling back enough guardsmen to get him to respawn them. At that point, as mentioned, the commissar is gone, and you've got a much easier time ahead of you.

U can only throw 1 grenade per squad. and a s3 ap- blast is somewhat worse than a bolter shot vs conscripts.
I've played with 50 conscripts + commissar vs space wolves. I didn't have no inquisitors but just a single commissar with a power fist. Though there was no Chenkov. I've tried them out with Chenkov and found out it's a waste. U pay 125 pts to resurrect guyz that cost 200. And Chenkov has only "Move Move Move" and "Get back in the fight" stuff. Noone is gona waste enough fire on 4 pts models to remove them turn 2. And they're just infantry and are very slow. Even so, after commissar fades, conscript's ld 5 is not very reliable. It's not really that hard to kill them late game espetially when they get thinned down a bit by bolter fire and then charged.
Though my conscripts won me a game cause a commissar was very lucky and killed 6 grey hunters in phases of fighting just at the end of turn 6. If he hadn't i'd lose a game cause of firstblood and linebreaker and when he did manage to kill a bunch of grey hunters - remaining 6 blood-covered conscripts with a brutally wounded commissar that caught 2 heavy bolter rounds from a predator.
The enemy killed like 20 conscripts in 1 turn with just bolters from 1 sm squad and hb pred and explosion of my lrbt driving along. Those 10 grey hunters would have finished conscripts off next turn but there came Marbo...
Anywayz, as i've allready written. Ignore them and deal with larger threats and if u're doing everything right than later you won't have problems with killing those conscripts. Don't forget. The enemy WANTS them to draw fire. They're not doing very much damage all in all and are just a huge point effitient bauble-wrap.

Some interesting suggestions... unfortunately, I no longer use Ward's Mary Sue (my apologies to those who like Matt Ward/Grey Knights) and am stuck with CSM and Necrons for now.
