Altough this is a good point, the damage output must also be considered.
But this
is the main problem of both of these units. In the end, Banshees are T3 4+ save models with single wound. They may hack Tactical squad to pieces in
CC, but if a Tactical squad with
HB get to shoot at them even once, the unit is crippled.
The biggest question to me is the unit size. A small unit of five will hide easier and will be concidered less of a threat by the opponent, but bigger squad means that at least few will live to
CC.
So my take would be to either have a squad of 5-7 close to your main force as a counter-assaulting unit, or take a full squad of ten with Exarch and try to flank the enemy. And pray for either Forewarning or Fortune on your Farseer.
