He interacts/powers various psychically 'gifted' people at various points in the Horus Heresy novels (such as when a 'living saint' comes out of a coma to use some of his power to freeze time).

For being so drastically opposed to people worshiping him, around the opening of the Heresy he seems to loan out his power to at least a few of them.
