Forests, however, work differently and are a special case. Vehicles can get cover from forests, I believe, without it having to be filled with physical tree models.
Correct. As forest are just an abstract representation of an area filled with trees. You could trace a chalk circle on the table top and label it a forest and all the rules still work.
The trees are there for asthetics only. Which is why the forest rules tell you that you can move the trees around if you need to as long as they stay in the boundaries.
