Vehicles say area terrain doesn't work normally, and they need to actually be 25% covered.

Forests, however, work differently and are a special case. Vehicles can get cover from forests, I believe, without it having to be filled with physical tree models.

Correct. As forest are just an abstract representation of an area filled with trees. You could trace a chalk circle on the table top and label it a forest and all the rules still work.

The trees are there for asthetics only. Which is why the forest rules tell you that you can move the trees around if you need to as long as they stay in the boundaries.

You did play it wrong tho if you go to ground in area terrain it is +2 to the cover save. They save on 3+.

In the forests rules I think it is ambiguous what 'through' means therefore its open to interpretation. This is why I liked the 2" rule.

That being said, I would interpret 'through' to be its traditional most literal meaning which is in one side, out the other. Therefore models in a forest shooting out would not give their target a cover save unless said target is 25% obscured. I especially think this is the intended meaning because it is then effectively like the 2" rule as models are likely to be obscured if shooting through many inches of forest. Both sides getting cover all the time would take away most of the benefit of ever entering a forest as opposed to just standing behind it

Also if you are in Area Terrain and go to ground your cover save is increased by 2 so a 5+ becomes a 3+ if you go to ground.
