There are also a couple Grey Knight characters that can strike at I10 with the perfect warrior rule. They are normally I6 I think, so this is more of an add on than base but they can still be up there with the best of them.

Astartes are described as super human. Therefore we can safely assume that one could smash any 100m etc world record currently set.
Their armour is also meant to augment their movement and agility. So they may well be able to move faster with it on. Agility and reflexes are also very good as described in many fight sequences from the Novels.

In the Ciaphias Cain books it shows even sister novices in power armour as being significantly faster then the other recruits at the school, out pacing the storm trooper recruits and such. I know Black Library doesn't exactly equal cannon, but unless there is other fluff disputing it then this would seem like the logical cannon to follow.

Actually hooves are great for running, and are very good on rough terrain. I personally thing tau and guard (assuming a actual guardsmen who has trained, not just a tithed wrech) are about the same with tau probably having a bit of an advantage with having been trained since birth. I seasonally doubt however that gaurdsmen are better than today's top athletes. They are still human, and are the same as we are today.

I said the top Guardsmen not just Guardsmen in general. They're billions of Guardsmen, there's nowhere near that many athletes.

It would depend on the planet the top guardsmen was born and trained on. Necromunda isn't going to produce any exceptional record breaking athletes due to the pollution and disgusting conditions with little nutrition.
A guardsmen on Ultramar, with 38000 years of evolution, greater nutrition, science, biology and training... Yeah, I think they could rival todays athletes, probably smash their records actually. It's taken 100 year to knock nearly a second off the 100m, now accepting that there is a point where the speed couldn't be improved in a normal biological human, I think there is still room for improvement and definitely enough time to do so. The human male average on a world like Ultramar could be close to the 11 maybe 10 second 100m mark....

^^; Actually, as of last November, we do actually have female Bishops in the UK. The Church of Ireland appointed one.
Church of England are backpeddling on their decision not to allow them in the same month at speed from fear of losing political ground.

Well sisters are as slow or slower than guardsmen, they where clumsy power armour without a black carapace. This is basically Knights armour, and the sisters are basically human chicks fighting in Astarte armour that only gives protection and no physical benefits represented in their profile. Tau are slow they are I2 and hooves are great if you have 4 but at 2 feet perform better by giving toes the ability to balance and control our bodies position (study martial arts and ninjutsu will show you that the feet are very important). Nids are bio creations so as a race it is impossible to say that one is faster than another, its like saying earth's creatures are all faster than planet xxx. Eldar are probable faster and more graceful than any other race, orks just enjoy war and while i will say they are brutes they are not exactle fast. Necrons are slow... They don't move fast they walk up to you and shoot you, and if you knock them down they just keep standing up.(with some exceptions).
(nids) Eldar-deamons-(Marines)-(Guards/orks-Sisters-necrons-tau)
(probable a bit faster-much greater stamina) (all close)

Actually knights armor wasn't actually prone to slowing an individual that much. Its a misconception really. Along with that, the armor didn't have servo bits to help with running. In the end though, a sister will average a bit faster or slower than a guardsman. Trained to peak effectiveness for a human, the armor would likely not slow them too much if at all but they are still only human.
Also I'd never place daemons anywhere. Simply put, there's too much variation. Nurgle is slow to no end, Slaanesh is super-hyper-fast tier whilst Khorne is Marine speed and Tzeentch is probably around guards and the sorts in speed.

That's why I said marginally and milliseconds. Sororitas power armour is fitted and tailored precisely to its wearer, after all. It's not exactly accurate to say that it has none of the enhancement benefits that Marine armour does - it still carries its own weight, provides limited autosenses and includes basic life support systems. The difference is explicitly stated to be that Sororitas power armour doesn't allow them to survive the vacuum of space, while Astartes armour does.
Guardsmen wear armour too, but it's not nearly as restrictive.

Uh, what? Space Marines can run 40 MPH. It doesn't matter if they're built like Arnold, this is fiction where logic be damned.
Arnold is a terrible example, he isn't built for performance, he is built for aesthetic. A better example would be a power lifter or a heavy weight MMA fighter. And they, can run good sprint speeds believe it or not, as sprinting is about power and technique - hence why most sprinters look like roided up freaks (not saying they are, depends who you believe). 100m would be nothing to a space marine, maybe 400-800m. And again, their stride length.
I'm not saying they would be excellent mid-distance to long distance runners - they could be due to their incredible biology - but short distances, all that muscle equally distributed and optimized to be basically a human battering ram, think the bezerkers from gears of war, hulking monster that is incredibly fast over short distances.
Also, the point above about lactic acid. Yeah, marines second heart plus third lung + whatever else they have in them to purify their systems would be very very very effective at nullifying lactic acid, especially over such a small distance. For all I can speculate at such speeds with their biology, marines may not even work hard enough to enter glycolosis or could have a super efficient oxidative system that triggers with a working high percentage efficiency within seconds. They may have PC stores so ridiculously extensive they may not even have to use these energy systems and just use ATP- PC.
I know this is fiction in a ridiculous sci-fi setting, but these things you can apply to marines. They would be incredibly fast in just a straight line, and that is all out of armor.
Splitting hairs here, but Arnold began as a powerlifter and trained heavily for strength in his early years. The guy put up a 374 bench, 440 squat, and 616 deadlift at 19. If his personnel bests are to be believed (and they are far from records for his weight class) he could put up around a 1700lb total. He wasn't a slouch.

Knights armour restricts movement 10-25 percent, which is enough to make a person trained to peak performance a little slower than a person who is good, which is why i put the end as close, and i agree with the deamons thing its just the magority of them are fast. but i see your point.

Really the only reason I hault is because Sisters do have servos built in to move the power armor for them (well technically all of them do) so I can never exactly determine if such is true or not. It's rather perplexing really. And yeah, honestly in these contests I like to kind of toss Chaos Daemons out of the tiering system. They just have too many variables. Nurgle is slow, slaanesh is VERY FAST, Khorne is Fast, and tzeentch is.... average? Simply too many places at once
