The thing to remember about terrain in WFB vs. 40K is that 40K units have no set formation. They're a vague blob that can adjust shape at need to squeeze between terrain features.
WFB units are blocks. A few can reform at will to squeeze through a narrow gap at will like 40K, but for most it's a major problem.
So if you crowd up a WFB battlefield like you would a 40K battlefield, you wind up either creating a battlefield where no units can move effectively, making the game massively boring... or creating a battlefield that gives a MASSIVE advantage to one side (either the side that has the most shooting, to take advantage of the uber-slow movement of the other's units; or the side with lots of fast-cav and skirmishers who can reform at will and move quickly across the board) again making the game massively boring.
